New National Security Science & Technology Strategy Connects Key Administration Priorities

On August 18, 2026, the White House released its National Security Science & Technology Strategy (NSSTS), a new document intended to bring U.S. innovation policy into closer alignment with the Trump Administration’s key defense priorities.
The 2026 strategy is the first standalone NSSTS since 1995. Intervening administrations have opted to leverage presidential directives, memos and chapters in broader defense legislation to set coordinated priorities across innovation and defense. This standalone NSSTS is the product of a statutory requirement in the 2022 CHIPS and Science Act, which mandated that a formalized, comprehensive science and technology strategy be published as a companion piece to each National Security Strategy.
The new strategy is founded on four core pillars: Focus Techno-Strategic Competition, Build Technological Resilience, Accelerate the Pace of Innovation and Protect National Security Science and Technology (S&T). The NSSTS carries forward a clear message from the Administration’s broader policy agenda: emerging technology is an orienting force for the U.S.’ national security and competitive advantage.
Across the pillars, three overarching themes stand out, each with key takeaways for industry.
Resilience is the Modus Operandi
Resilience is one of the NSSTS’ four pillars, but it also functions as a broader principle that runs throughout the strategy. How the NSSTS defines and operationalizes the concept of resilience is noteworthy in itself. The NSSTS focuses on “true technological resilience,” or the ability for technologies to withstand future shocks, nascent capabilities and yet-unseen threats. Given the growth pace of adversarial capabilities and the self-improving nature of frontier tech, focusing solely on hardening today’s supply chains and systems against imminent risks is no longer enough. The NSSTS squarely recognizes this, envisioning future-proof transformations like AI-enabled biosurveillance, nuclear-powered microgrids, and advanced network segmentation.
Second, in contrast to the common defensive framing, the strategy treats resilience as an offensive principle backstopped by U.S. leadership on breakthrough technologies. Where cybersecurity and critical infrastructure often treat resilience as the ability to absorb shocks, the NSSTS recognizes that the U.S. can’t build resilience by relying on fixed defenses alone. By staying ahead of the curve on potentially transformative emerging technologies– even those with uncertain national security implications and timelines– the goals outlined in the NSSTS position the U.S. to better manage risks as adversaries develop new capabilities.
Industry Takeaways: The NSSTS’ future-proof, offensive resilience focus is likely to empower defense acquisition reform, faster R&D funding, and an elevated risk tolerant culture that enables the U.S. to lead through uncertainty. This will expand partnership opportunities for non-incumbent players who can successfully emphasize their products’ agility, modularity and dynamic self-improvement, particularly in artificial intelligence and autonomy, biotechnology, and quantum information. An early signal: the Defense Innovation Unit just announced the Bridge program, which will provide an expedited security clearance process for startups to access secure facilities pre-contract for prototype development.
Research Security Catches Up to Continuous Monitoring
Securing U.S. research environments from adversarial exploitation is a longstanding priority for the Trump White House. January 2021’s National Security Presidential Memorandum 33 tackled research and development (R&D) security policy for government-supported projects, while subsequent systemic grant reform, trade enforcement actions and advanced tech directives have continued this focus into the current administration. The NSSTS reaffirms this priority, with a dedicated pillar on protecting national security R&D projects from “foreign theft, diversion, and exploitation that could impair economic and military strength/competitiveness.”
Despite this coherent throughline, the NSSTS’s approach to research security is a relatively novel one. Where previous initiatives focused on self-reporting and manual, point-in-time disclosure, the NSSTS directs entities to engage in automated proposal vetting and continuous monitoring throughout the project lifecycle.
The move to continuous, automated security and assurance mirrors an ongoing shift in federal and defense spaces, where compliance frameworks increasingly encourage or mandate persistent monitoring and visibility over point-in-time audits. In both contexts, the Trump Administration is prioritizing controls fit for the new attack surface, where American knowledge, data and communication supply chains are critical substrates for both innovation and national defense.
Industry Takeaways: The more proactive security style outlined in the NSSTS will require, for many research entities, a fairly sizable overhaul of cyber tools used for research security and assurance. Vendors that can effectively position their product as a continuous, automated whole-of-chain security and vendor risk solution, particularly regarding foreign ownership, control or influence, are well-poised to make inroads here.
Standards are a Practical Concern, not an Ideological One
Lastly, the NSSTS emphasizes standards setting as a competitiveness lever for the U.S. The strategy commits the U.S to work alongside like-minded partners to shape the norms, benchmarks and governance frameworks in such a way as to enable American competitiveness and “drive the world forward.” When complex technological supply chains can be exploited through just one misaligned input, U.S. participation in standards setting becomes a market access, burden-sharing and interoperability need and priority for this administration..
Industry Takeaways: The NSSTS positions standards alignment as a competitive asset, and non-alignment, even where frameworks are non-binding or voluntary, is now seen as an area of exposure.
