Understanding an RFP or contract opportunity is no longer enough. Government buying decisions are influenced by a much broader environment of policies, agency requirements, standards, funding priorities, and technology strategies.
During the discussion, Amit highlighted how policy has become increasingly important to the capture process. Companies that understand the contract in front of them but fail to understand the policy environment shaping the buyer’s priorities may be missing a critical part of their go-to-market strategy.
That means looking beyond individual opportunities to understand the requirements influencing government decision-makers.
For areas such as AI and cybersecurity, for example, relevant direction can emerge across NIST, OMB, GSA, Congress, and other agencies and standards bodies. Connecting those developments to a company’s technology and messaging can help commercial teams better understand what government buyers are being asked to accomplish—and where their capabilities fit.
Getting Ahead of the RFP
One of the central themes of the discussion was the value of acting earlier.
Policy intelligence can provide context around where government priorities are moving before those priorities are fully reflected in a formal procurement. Instead of beginning with an RFP, companies can look upstream at the policies, requirements, budgets, and agency initiatives that may eventually shape demand.
Amit also emphasized that policy can be a source of differentiation. Organizations can participate in policy discussions, contribute expertise, and help shape emerging requirements—while building greater understanding of how their technology aligns with government priorities.
The result is a different approach to GovCon growth: policy intelligence becomes an input to capture, positioning, messaging, and customer engagement—not simply something monitored by the Government Affairs team.
From Policy Intelligence to Policy Engagement
The opportunity does not stop at understanding policy.
The panel also discussed the importance of partnerships and coalitions. Amit noted that shaping requirements effectively often requires companies to work together through trade associations, coalitions, and other collaborative efforts. OpenPolicy has incorporated this engagement layer into its approach, helping organizations move from understanding policy developments to participating in the conversations shaping them.
This creates two complementary opportunities for companies operating in the government market: understand the policy environment shaping demand, and engage early enough to help shape what comes next.

As AI transforms how companies collect and analyze information, access to information alone is becoming less differentiating. The greater challenge is determining what matters to a specific business and translating that intelligence into the right messaging, content, proposal strategy, and commercial action.
As Amit explained during the panel, that requires both technology and specialized policy expertise. Policy intelligence becomes most valuable when it connects directly to business context and helps teams make better go-to-market decisions.
For GovCon organizations, the takeaway is clear: the path to pipeline increasingly starts before the procurement itself.
